David Byl is a Senior Plans Examiner for the City of Lenexa, Kansas, with more than 30 years of experience in building code enforcement, plan review, fire and life safety, and municipal leadership. He began his career with the City of Overland Park, Kansas, as a Building Inspector I and advanced to Plans Examiner during his 21-year tenure. While with Overland Park, he also served for 10 years as a member of the City’s Volunteer Fire Department. David later served as Building Official for the City of Grain Valley, Missouri, and the City of Grandview, Missouri, before joining the City of Lenexa, where he has served as Senior Plans Examiner for the past 11 years. He holds numerous International Code Council certifications, including the Certified Building Official designation, and received the ICC Meritorious Award at the 2022 ICC Annual Business Meeting in Louisville, Kentucky, in recognition of his service and contributions to the code enforcement profession. David has also held several professional leadership positions, including four years as President of the Metro Kansas City Chapter of ICC and four years as President of ICC Region IV. He currently serves as Vice President of ICC Region IV, where he continues to support the building safety profession through leadership, education, and member engagement.
